Chris Lu 50761ff299 balance handler: add batch execution with concurrent volume moves Refactor Execute() into executeSingleMove() (backward compatible) and executeBatchMoves() which runs multiple volume moves concurrently using a semaphore-bounded goroutine pool. When BalanceTaskParams.Moves is populated, the batch path is taken; otherwise the single-move path.
