migrate IAM policies to multi-file storage (#8114)

This prevents errors when goToPage(1) is called directly. Corrected both the .templ source and generated Go code. * credential/filer_etc: improve service account storage robustness Added nil guard to saveServiceAccount, updated GetServiceAccount to return ErrServiceAccountNotFound for empty data, and improved deleteServiceAccount to handle response-level Filer errors. |
