test: add S3 Tables integration tests

- Comprehensive integration tests for all 23 S3 Tables operations
- Test cluster setup based on existing S3 integration tests
- Tests cover:
  * Table bucket lifecycle (create, get, list, delete)
  * Namespace operations
  * Table CRUD with Iceberg schema
  * Table bucket and table policies
  * Resource tagging operations
- Ready for CI/CD pipeline integration
