Merge remote branch with local fixes, keeping critical bug fixes

Resolved merge conflict by keeping local version which includes:
- RequeueForRetry() method to fix retry count reset bug
- Comprehensive unit tests in filer_deletion_test.go
- Expanded retryable error patterns (15+ patterns)
- Persistence limitation documentation

The remote commit was a bot suggestion that inadvertently removed
these critical fixes. This merge preserves all bug fixes and tests.
