All files now have an explicit license, either via its header or via the
`REUSE.toml` file. This REUSE compliance has been enforced in the CI.
Nicolas Karageuzian has been successfully contacted by email prior to
this change so he could confirm that the FSFAP applies to his
docker-related contributions.
